W3.org - The World Wide Web Consortium (W3C) develops interoperable technologies (specifications, guidelines, software, and tools) to lead the Web to its full potential.
W3C Schools - This site is alot easier going than W3c.org. It has some easy to follow tutorials that will guide you through the basics of web design. If W3c.org is too complicated and my site is not in depth enough, this is the place to visit.
CSS Play - This site will show you how to do amazing things with CSS - such as drop down menus, cross browser compatability, layouts and more.
W3 Vaidator - If you are building a website, validate it here to make sure it complies to the standards.
BrowserCam - Screen capture service and remote access service for cross-platform testing of web designs.
CMS Made Simple - Providers of a free CMS (Content Management System) tool which enables you to build and edit your website online.
HTML Special Characters - I have to put this link up, I dont know much about the site itself, but this particular page holds information on HTML special characters (for displaying pounds signs and so on correctly in webpages) and I use it ALL the time!

Self SEO - A good place if you are learning SEO (search engine optimisation) it has some useful tools such as a google keyword checker - so you can see where you rank in the results even if it is way down the bottom!

XML-Sitemaps - The place to go if you need a google friendly sitemap for your website.
Google Webmaster Tools - You need an account here if you are trying to promote your site.
Statcounter - A free tool for tracking visitors to your site.
Prchecker - A good site that allows you to check your pagerank.
Yuki-onna - A good site with alot of web design info, and a good article on SEO, here.

Vendora - Another good directory, it has a similar exceptance process to dmoz - meaning that the sites on vendora are always high quality.
